territory leased to Great Britain along the
line of high water mark in Mirs Bay from
the meridian of 114° 30' E., and the Pro-
elamation enclosed in your despatch of the
15th April, 1899, stated that the boundary
followed the high-water mark along the coast
of Deep Bay to the meridian 1130 52 E.
The Convention itself stated that the area
leased to Great Britain, as shown on the
map annexed to that Convention, included
the waters of Mirs Bay and Deep Bay.

It appeared to the Law officers
that the term "the waters of Mirs Bay and
Deep Ray" must include the ground covered
by the waters of these Bays, and that no
distinction could be drawn between the
foreshore and the soil of the bays below
low water mark. This appeared to the Law
Officers to follow from the fact that the
boundary was traced along highwater mark.
